No, that's incorrect. You only need to advertise your new operating centre in the local newspaper of that area. Nothing about the old operating centre needs to be advertised. Use this template:

Hi SmalleyBe you just need to change on the online portal, no need to surrender, you select your licence apply to change. And justify the reasons alongside the reasons you are doing so. It's always better to withdraw your application than have it refused, it just looks better for your future applications.
The same goes for an existing license: don't let it be revoked. If you don't need it any more, surrender it, there's a link for that in VOL.

Here's that part where you'd set it in Tachomaster when generating infringement reports. There should be something similar in TachoSafe.
