1- in effect your truck is carrying your toolbox so I believe you are okay to ‘move your tools’.
2- not aware - maybe someone else can assist.

More a HR issue. Will depend on the contract you have in place.

Re: Driver with an Irish licence and Irish Driver card. how can I check endorsements and is it legal to use his driver c

I believe (open to correction) that a Digi has to be changed to the current company you reside if your stay is more than 186 days. I have previously asked similar of Licence & DQC with a DVSA officer and advised all cards to be changed within the 186.

Re: If driver starts 5am on Monday worked to his maximum 15 hours allowed 20:00 then taken daily rest of 11 hours

It’s a Reduced Rest not because of 15hr shift. Rest must be concluded within the 24hr day, thus starting at 0500hrs, the Rest finished at 0500hrs the following morning. 2000hrs to 0500hrs is a 9hr Rest period. As it’s less than a a Standard of 11hrs, it is Reduced.

Re: The company he drives for has paid for him to attend a CPC course but are not paying him for the day spent there

Most companies will do 1 or other - pay course or pay time. If you’re lucky they’ll do both. Some companies do neither. As for your request for a link - there isn’t one. It is the drivers responsibility to maintain his/her licence. Some ‘good’ employers help them with it. After all, no DQC, no drivi...

Re: Can a driver be fined by DVSA for traveling above the speed the vehicle limiter is set at??

Could be perceived as ‘Failing to drive with due care & attention’ so may be taken (as I understand) into consideration following RTA or similar.
