Bit more to it than that if you read the article - Couldn't meet financial standing which is an automatic revocation anyway and the TM had a Polish CPC which wasn't valid agree this is just a small part of it but a part none the less. there has been 2 other cases this year which involve Ltd drivers...

you can work no more than 6 hours without a break. at that point a minimum of 15m must be taken
if you whole shift is more then 6h but less than 9 then a total of 30 min break is needed. if your whole shift is more than 9 hours then 45 min of break is needed

under EU drivers hours legislation they will have a max day of 30 and will require a minimum of 9 hours daily rest, as this is the end of the day all travelling time will count as worked time and therefore count towards the 30 hour day 21 hour duty limit)

ok, so if he contacts the TC they could give him a concession of 6 months without a transport manager as long as he explained the situation. following this he will either need to add a TM or surrender the license. Best to speak to his caseworker and work it out directly
