And it's common knowledge that no commercial vehicles are allowed to use it unless they 1 have a royal warrant or 2 have a permit to do so.

Same rules apply on entering any royal parks not open to Commercial vehicles and coaches.
Unless you have a permit to do so.

Some blue badge guides are able to get permits but they are few and far between

Done it, probably 200 times in the past. No fine as ever dropped through my letter box. but not been down that area for about 3yrs now, so it might have changed.
