If they have said you will only be working 10 hrs per day, after 9 hrs I'd be heading back to base regardless of my load status.

First of all, do you have it in writing 8-10 hours. If so, re negotiate your wage. If they ask why do you want to re negotiate, explain the 8-10 hours mentioned is not true. If they won’t they seek legal advice and if you can simply leave the job on constructive dismissal as they have breached what they originally offered.

Work out your hourly rate for a each pay period, if that is below minimum wage then it's illegal, no ifs or buts no deductions no nothing make it legal

I can't say anything that hasn't already been said. But if they do have you over a barrel and the contract is watertight then I'd be looking for a new job and just pay them what's owed on the way out. Put it on a credit card if needs must, they sound like a cowboy outfit.

The law of the land stipulate a minimum hourly wage per hour for your role right now someone is breaking the law. Let's resolve the minimum hourly rate then we can look at the license cost.

Please read this link to government information. As day rates come under unmeasured work. You should have in writing the average hours that you signed, and your employer must make sure it is a realistic representation. In your case, it clearly isn't. You need to ask your manager for a chat to discuss a way forward, and a written copy of the assumed hours. Good luck.
