Could someone elaborate on and or give examples where the following operator licence exemption would apply? Can passenger 4x4’s fall into this exemption when towing commercially?
Use of vehicle of any class for which an operator’s licence is not required
1. A vehicle constructed or adapted primarily for the carriage of passengers and their effects, and any trailer drawn by it, while being so used.

Yes passenger 4x4s are exempt. Depending on what you’re doing, you may still need a tacho though.

but must you be carrying passengers (apart from driver) to be exempt? Would be for the purpose of towing a car transporter / other trailers, boats etc. Tacho will be required.

There is an excemption for Dual Purpose Vehicles and there trailers. A row of passenger seats behind the driver is required, but no passengers need to be carried. The unladen weight of the vehicle must be below 2040kg, beware many modern 4x4s are above this.

In Northern Ireland this exemption is not included, hence my interest in the passenger carrying one.

If i read correctly you have picked up the exemption from HGV operators licencing, this generally cite exemptions related to the PSV world which in this,case probably do not apply either as you probably do not have enough seats in your 4x4. GV74 is your friend here, it will set out the rules and weights applicable especially as 4x4s can be tricky to get right.
