Occupational Caseworker's Risk Score (OCRS), repute, disqualifications, warnings, misconduct, investigations, private inquiries, disciplinary actions. This is similar to the Applications and Decisions online journal published by the OTC about operators and transport managers but applied to the OTC.

29 June 2024 Update to this case.
Additional evidence has revealed that the main perpetrator of what's described below is the senior traffic commissioner Dick Turfitt (sometimes known by his nickname Richard Turfitt). He is the ringleader of the Turfitt-Chivers-Thomson gang of rogue OTC employees and he abuses his two retarded, vulnerable subordinates Chivers and Thomson by forcing them to serve as his unwitting frontmen. Your caseworker Neil Chivers constantly sends stupid questions to applicants for an operator's licence. These questions have been answered multiple times in good faith and even Chivers by now should have remembered that. See the this link for more details about how and when Chivers' stupid questions have been answered. He asked most these questions based on his wrong assumptions which he admitted in his email after I made a video for him to demonstrate it, e.g. he mistakenly thought there were questions in the application about a consultant etc. See this link for more details about that.

Despite having received answers to his stupid questions multiple times, Chivers continues to send them, probably wanting to be an annoying fool. His latest 2 rounds of stupid questions to 2 different applicants are attached below. They were sent to application PF2074851 on 21 June 2024 and to application PF2074896 on 26 June 2024. For some reason, Chivers decided to send them on paper by post instead of uploading them online into VOL as it's done normally. Postal correspondence was not requested by either applicant.

Along the same lines, I've decided to submit similarly stupid questions in this Freedom of Information request by rephrasing Chivers's stupid questions. Chivers probably wants us to work a little extra answering his stupid questions, so I thought why not make the Office of the Traffic Commissioner also work a little extra answering my stupid questions, however meaningless your answer might be. I intend to send my own stupid questions as a freedom of information request every time your caseworker Chivers sends his stupid questions. Please make sure to reply within 30 days as required by law.


FREEDOM OF INFORMATION REQUEST – QUESTIONS
(copied and rephrased from Chivers' letters, see the attachments below)

It has been noted that there must some users on the self-service system on the OTC side.

a) Is there a caseworker processing these applications?

b1) If yes, why was it not declared with supporting correspondence that a caseworker was processing these applications?

b2) If yes, why are their details not on the application in the correspondence/address section of the application?

c) It is noted that the caseworker must have some user account on system that allows him access to the applications, it should be noted that only an employee of the OTC should have that type of account, please provide an explanation why the caseworker has an account with certain permissions and not an account with more restrictive permissions.

If a caseworker is processing these applications, will they be removed as a user should the applications be granted? If not, what involvement, roles, and responsibilities will they have in regards to the licences?

As it appears that you are receiving the assistance from a caseworker, please provide a contract between the Office of the Traffic Commissioner and the caseworker assisting with the applications.

Update on 18 July 2024.
Below is their response to this Freedom of Information request where they basically refused to reply to it under the pretexts of the request being "obsessive, manifestly unfounded or excessive/repetitive, harassing, causing distress, designed to cause disruption or annoyance, that appears to lack any serious purpose or value". As all my questions were created by very closely rephrasing the questions repeatedly sent by their degenerate caseworker Neil Chivers, they effectively admitted that Chivers' questions were all those things as well which was the whole point of my request. Unlike Chivers, I didn't actually need answers to my questions. I just wanted to mock Chivers and demonstrate how stupid his questions were (plus all those other things they listed) and this has been successfully achieved by their own admission.
