The rules below exist but they are rarely actively enforced. Also notice that you need to have "access" to a vehicle at all times, but that could just be an agreement with a hire company to hire a vehicle when required. Beyond that, there is no requirement to operate at all. You only have to add vehicles to your licence if you intend to use them for more than 28 days. Vehicles (such as rentals, for example) don't have to be added if you intend to use them for 28 days or less.
