Exhibit 1. On 17/11/2023, the rogue low-level OTC bureaucrat James Thomson (email: [email protected], tel: +442081429463) wrote the following to an applicant for an operator's licence (not to the one in the letters below):
This is a deceptively simple but illustrative example of Thomson's perverted thinking and hateful attitude towards applicants and transport managers. If you multiply this type of question by dozens of times and then by several rounds that you will get from Thomson and the answers to which he will most likely refuse to accept no matter what you say, you will quickly find yourself in an untenable situation. Anyone can sign up for Tachomaster in a minute on this page: https://tachomaster.co.uk/signup and Thomson surely knows it by now. Companies usually do that only after they get their licence because there's no point of having a Tachomaster account and paying for it or using up your free trial before the licence is issued, especially when you know that a low-level malicious bureaucrat like Thomson who processes your application gets off on terrorising applicants and delaying or derailing applications for no good reason other than to satisfy his perverted desires. There's also no requirement in the law or regulations to have a Tachomaster account in order to apply for an operator's licence. Whether or not an applicant has a Tachomaster account, does not change anything in regards to their application for an operator's licence.If Tachomaster will be used, then provide the receipt of purchase?
So let me ask Thomson or anyone else from the OTC reading this, other than to demonstrate one more time that Thomson is a weird sicko, did he have any other valid reasons in his idiotic brain for asking that pointless and irrelevant question? This is not an isolated incident. Over many years, Thomson has applied and continues to apply similar levels of stupidity and intentional malice to the multitude of his other questions to applicants and especially to transport managers (many dozens considering that some questions require multi-point answers) including in the letters below and he refuses to accept any reasonable and correct answers under various pretenses such as "it was written using a template, you need to write it in your own words" or "what you wrote can be applied to any licence". There's no requirement anywhere in the law that templates can't be used, using templates is very common in any industry by all kinds of professionals. Thomson himself and all other OTC caseworkers write all their letters using templates. And the business model of many transport companies is the same and the regulations and guidelines are also the same, so it's obvious that the way TMs do their work can be "applied to any licence" in the vast majority of cases. Now, if you read Thomson's letters below to just one applicant and one transport manager, you should be able to see Thomson's perverted thinking and hateful attitude behind a huge volume of his seemingly simple but pointless and irrelevant questions like the one above.
For those who aren't in the transport industry, this question and many other Thomson's questions would be equivalent to let's say, if you were applying for a driving licence for a car and you have passed all the required tests, you'd submit all your exam certificates and you get a question back from some bureaucrat like this: "what type of navigation are you going to use in your car, provide the receipt of purchase"? And then a whole list of other idiotic irrelevant questions like that on many pages. You'd be like WTF dude, I passed all my tests and sent you all the certificates, give me my damn licence.
Exhibit 2 of Thomson's lies and malicious bureaucratic perversions
In his third, fourth an fifth letters below Thomson wrote the following outright false statements most likely trying to fool the operator and transport manager hoping that they would not look these sections up:
Section 14 ZA (2) (d) says:The Traffic Commissioner has considered your application, and they can not be satisfied that the criteria for a PSV operator licence is being met, under the following sections of the above act:-
- Section 14 ZA (2) (d) Is professionally competent – [see the detailed explanation below]
- Section 14 ZA (2) (b) Good Repute
- Section 14 ZC (1) (a) That there will be adequate facilities or arrangements for maintaining in a fit and serviceable condition the vehicles proposed to be used under the licence.
- Section 14 ZC (1) (b) That there will be adequate arrangements for securing compliance with the requirement of the law relating to the driving and operation of those vehicles.
The first requirement is that the traffic commissioner is satisfied that the applicant is professionally competent (as determined in accordance with paragraphs 3, 4 and 6 of Schedule 3).
Paragraphs 3, 4 and 6 of Schedule 3 in turn basically say:
An individual shall be regarded as professionally competent only if he has demonstrated that he possesses the requisite skills by passing a written examination organised by an approved body and is the holder of a certificate to that effect issued by that body.
In other words, the transport manager CPC which was uploaded with the application is enough by itself to prove "professional competence" without any other nonsense that Thomson demanded. Additionally, as was indicated in the original application and the TM letters below, the TM had already been approved on 2 other licenses and there was no evidence that anything had changed in regards to TM's qualification (competence) or good repute. Yet Thomson goes on to lie in his letters about the transport manager supposedly not being "professionally competent". The other 3 points Thomson listed above are also similarly outright false statements. You can look them up yourself here.
The false statements above raise the question of what role The Traffic Commissioner in the East of England traffic area played in this debacle. I know that these types of lies and false statements (when they are unwarranted) mostly come from Thomson and not from other caseworkers, even in the same traffic area. I also believe that caseworkers have some leeway on what to write without consulting with the TC every time. Thomson frequently and frivolously uses these types of false statements to deceive, mislead and terrorise operators and transport managers because he is just a weird sicko and he gets off on this type of stuff. So at this point, while also taking into account the overall evil nature of Thomson, I'm inclined to believe that most of it came from Thomson but I'm not completely sure.

In his first letter below, Thomson demanded to know the following:
Thomson wants to know when a transport manager "will not work and any breaks they have (lunch etc)". Lunch and breaks Monday-Sunday? Bathroom breaks too? Most normal people don't know at what exact hours they are going to have lunch and breaks each day of the week and even if they did, Thomson doesn't need to know that and it's irrelevant for an operator's licence application. What possessed bureaucratic pervert Thomson to ask yet another stupid question like that?An itinerary for a typical full working week (Monday-Sunday). It should be clear from the itinerary what days and hours they will not work and any breaks they have (lunch etc).
You can easily go through Thomson's letters below, line-by-line, and find a huge number of other malicious bureaucratic perversions of similar nature. If you just skim Thomson's letters, you may not fully appreciate the depth of his insanity. It only becomes vividly apparent when you have to reply in writing point-by-point.
Thomson's conviction, disqualification and sentence
At a private inquiry on the 3rd of December 2023, the rogue low-level OTC bureaucrat Thomson (email: [email protected], tel: +442081429463) was found guilty of multiple malicious bureaucratic perversions on the civil servant job. He was indefinitely disqualified from being a caseworker and permanently lost his good repute. He was also sentenced to 10 lashes with a whip on his naked buttocks. Additionally, Thomson must register for life in the offender registry of convicted malicious bureaucratic perverts. I've just completed annual job performance evaluations of OTC caseworkers and traffic commissioners and I'm happy to announce that the recipient of the Worst OTC Caseworker medal of 2024 is James Thomson. But because he has already been fired in recognition of his poor performance, this medal is awarded to him posthumously. I've just ordered it on AliExpress and it will be delivered to their offices in Leeds within 2 weeks. Congratulations to Thomson for this achievement.
