Transport manager's duties included in the rates below
The rates below include everything required to comply with regulations. The exact list of transport manager's duties can be viewed in Section 14a of the TM1 Form or in Paragraph 57 titled "General Responsibilities" of Statutory Document 3: transport managers. Trailers are included and there's no extra charge for trailers up to the number of tractor units.

Transport Manager Rates - Standard Operator's Licenses – HGV, PSV, Light Goods Vehicles – National or International

1 vehicle – £450 per month (this is the minimum charge including if there are no vehicles)
2 vehicles – £550 per month
3 vehicles – £650 per month
4 vehicles – £750 per month
5 vehicles – £850 per month

More vehicles – £75 per month for each additional vehicle

6 vehicles – £925 per month
7 vehicles – £1,000 per month
8 vehicles – £1,075 per month
9 vehicles – £1,150 per month
10 vehicles – £1,225 per month
11 vehicles – £1,300 per month
12 vehicles – £1,375 per month
13 vehicles – £1,450 per month
14 vehicles – £1,525 per month
15 vehicles – £1,600 per month
16 vehicles – £1,675 per month
17 vehicles – £1,750 per month
18 vehicles – £1,825 per month

1-3 vehicles – £350 per month

Would this be on the authorised number on the licence. And the total including trailers?

These rates are usually based on the number of actual vehicles in operation. For example, if you have a total of 5 vehicles and 5 trailers authorised on the licence but operate only 3 vehicles and 3 trailers, the price you need to look at is for 3 vehicles.

So surely by being on a licence with a big margin, you are in a way, handcuffing yourself?

You can be on 4 licenses, not 3.

Or any permutation from 1 licence / 50veh/50 trailers to 4 veh/1veh each. For some the latter is preferable to the former. But thats the nature of being a consultant.
