Surely a road sweeper is plant machinery rather than a goods vehicle.
Certainly ran on red diesel although that is coming to an end for construction plant operations.

So they don't need to go onto an o licence even though it sweeps roads for hire/reward? I've always thought they were exempt but a CPC training guy told me different so just wanted to get your thoughts

would you put a loader/backhoe on an operator's licence? I think it would be wise to have them PMI'd. However since there is no licence requirement, you operate them as you would a 'Grey Fleet'. So, if you already have a licence for other vehicles, the TC / DVSA would expect you to act responsibly and demonstrate all your vehicles are checked and maintained to a high standard - because you know better.

Whilst discussing wheeled plant Road going dumpers and road going tractors and their trailers also go on O licences ! They are plant too but unless a works truck which rarely is the case for the dumpers or limited weekly mileage then on they go if overv3.5t too

Could you put in some punctuation! Are we saying there is a weight at which a dump truck (Works truck) automatically becomes a gods vehicle and so goes not the licence? I think your suggesting dumper trucks (Works truck rather than goods vehicle) and road going tractors (Are these agricultural which have lots of exemptions) and trailers (agricultural trailed appliance or agricultural trailers or perhaps fuel bowsers), seems you're saying the must go on the O licence? As moist dump trucks are named by what they carry rather than GVW, and even a quite small agricultural tractor can GTW over 3.5t?
