It’ll make it easier for DVSA to see which drivers drive down to Dover in a car (illegally) to then drive coach abroad

Cat B vehicle (car) do not come under tacho rules, however you are technically working so your working hours count.

Everything you do as a professional coach driver needs recording on the drivers card.
You may not like that fact, but hey ho , thats the rules

But, in reply to your last comment as far as I am aware you can't enter driving periods on a manual entry, you can only enter other duties, POA and rest.
Therefore for two reasons, the above and its a Cat B vehicle (not in Tacho Scope) you wouldn't enter it as as I said before it would then come under Working Hours Regulations not Driving Hours Regulations.
Thats the rules, as you say.

Having everyone change at Dover is easier for them as they could just pull everyone who meets a coach in a car and see what they can gleam out of them.
This was there could be numerous places for driver swaps.
